Notably, the 2025 Tier 1 evaluation criteria have been significantly raised. For the first time, localized delivery and service capabilities in multiple international markets became a key factor. At the same time, thresholds for validated project financing track records were raised substantially—transitioning the list from a volume-based ranking to a holistic assessment of technical prowess, global operations, and financial credibility.
